InterContinental Returns to Cambodia with New Sihanoukville Resort by 2028

IHG Hotels & Resorts is bringing its flagship InterContinental brand back to Cambodia with a 300-room luxury resort in Sihanoukville, slated to open in 2028. Developed in partnership with Peninsula Bay Investment Co., Ltd, the project reinforces Cambodia’s growing appeal as a regional luxury destination (IHG, March 2025).


Peninsula Bay: Sihanoukville’s Ambitious Coastal Development

The new resort will be a key part of the Peninsula Bay Integrated Resort, a 160,000-square-meter development that combines hospitality, retail, and entertainment spaces. Its design draws inspiration from traditional Khmer culture and features dragon motifs representing strength and prosperity.

  • Integrated with retail and entertainment facilities

Located just 30 minutes from Sihanoukville International Airport, the resort will also offer convenient access to major attractions such as Otres Beach, Ream National Park, and the Wat Leu Pagoda. This positioning enhances its appeal to both leisure and business travelers seeking scenic and cultural experiences.


Developer Collaboration: Vision Meets Expertise

Bryan Chan, Vice President, Development, Southeast Asia & Korea at IHG, stated:

The InterContinental Sihanoukville project joins several notable IHG-led integrated resort developments across Southeast Asia, including Grand Ho Tram in Vietnam, Newport World Resorts in the Philippines, and the upcoming HANN Resorts, also in the Philippines.


Cambodia’s Rising Luxury Travel Market

Cambodia recorded a 23% increase in international tourist arrivals in 2024, surpassing pre-pandemic figures by 1.4% (Ministry of Tourism, 2025). This growth is propelled by the government’s tourism roadmap and growing investor confidence in the luxury sector.

IHG’s regional footprint is expanding rapidly, with 22 hotels already operating in Indochina and 26 more in the development pipeline. In Cambodia, IHG’s luxury and lifestyle portfolio includes Six Senses Krabey Island and the upcoming Vignette Collection Phnom Penh Odom, which is scheduled to open in 2027.
